Mr. Kagan has been a partner with the firm since 2001.  He joined the firm in 1994 after clerking for the Honorable Robert H. Heller, Jr. in the Circuit Court for Anne Arundel County.  Mr. Kagan practices in the areas of business litigation, wrongful death, personal injury, medical malpractice, employment litigation, and appellate practice.

Since 2000 Mr. Kagan has been an Adjunct Professor at the University of Maryland School of Law, teaching legal writing courses including Introduction to Appellate Advocacy.  He has been certified as a mediator since 2003, and serves as a settlement conference officer for the Circuit Court for Anne Arundel County.

Mr. Kagan has been an active member of the Board of Trustees of the Anne Arundel County Bar from 1998 to the present.  He was a member of the Section Council for the Young Lawyers Section of the Maryland State Bar from 2000 through 2004, and he is currently on the Section Council for the Litigation Section of the Maryland State Bar.  Mr. Kagan is also a member of the Board of Trustees of MICPEL.

Mr. Kagan graduated Cum Laude from Boston University in 1990 and from the University of Maryland School of Law with Honors in 1993, where he served as an Assistant Editor to the Maryland Law Review and as a member of the Moot Court Board.   He was admitted to the Maryland Bar in 1993, the United States District Court for the District of Maryland in 1994, and the United States Court of Appeals for the Fourth Circuit in 1996.
